600 is too high; 300 would be reasonable.
The administrator seems pretty arbitrary.
It used to be too high, so they cut it in half—and then reduced it to one-tenth.
If anything goes slightly wrong, it goes right back.

Why am I still at 3,000 minutes? 
Upgrading to Gold requires 3,000 minutes. Someone was creating accounts in bulk before, so the requirements have been reverted.
Specifically, click your avatar in the upper-right corner, then click the upward arrow to view the upgrade requirements.
